Jiamusi - China

The Chinese authorities have set ambitious goals when it comes to reducing atmospheric pollution: halving SO2 emissions by 2010, to bring them back to 1995 levels. The City of Jiamusi is the third largest metropolitan area in Heilongjiang province with a population of 2.5 million inhabitants.

Weather conditions are harsh (-18°C on average in winter) and therefore favorable for developing urban heating networks. Heating networks, thanks to their environmental qualities, are one of the leading ways to achieve these environmental goals.

• Improving city air quality by extending the heating network, encouraging the reduction and elimination of individual heating systems.
• Modernizing the heating network to offer quality service to as many users as possible.
• Applying Veolia Energy-Dalkia's expertise in energy and environmental efficiency to serving the city.

The cogeneration plant that supplies the network is currently underused. Technical changes to network routing will make it possible to increase the use of the production plant's capacity.
By 2020, more than 15 million square meters of building space should be supplied by this network.

Modernizing management tools, with the installation of supervision software and an optimum operation simulation program.
These new tools will make it possible to improve the heating network's energy performance.
