The Romanian government has embarked on a plan to overhaul the energy sector with the aim of reducing energy losses and polluting emissions.
Veolia Energy-Dalkia in Romania signed a partnership agreement with the European Bank for Reconstruction and Development (EBRD) in order to install energy conservation equipments and renovate existing facilities in the heat production and distribution network for the City of Ploiesti.

• Generating energy conservation while providing residents with a guaranteed level of heating and related services.

Veolia Energy-Dalkia, the City of Ploiesti and the Department of Prahova founded Romania's first public-private partnership in the energy sector.
Operation and maintenance of the cogeneration plant and networks are also operated under a public-private partnership.

• Work undertook to improve energy production and operation of the facilities has resulted to important energy savings, which have an impact on heating prices.
• Since the beginning of the contract, the city has saved more than €25 millions in subsidies.

• Cogeneration leads to decreased global energy consumption.
• Efficient operation of facilities as well as the use of gas leads to a reduction in polluting emissions. Reduction in CO2 (-35.6%), SO2 (-73.8%) and NOX (-34.9%) emissions and dust (-49.2%) between 2005 and 2007.
• The production plant set in Brazi is the only facility in Romania compliant with European regulations concerning polluting emissions.
