Vitoria Gasteiz is the capital of the Spanish Basque Country. Up until 1999, different local companies handled energy management and maintenance of municipal buildings.

In 1999, the municipality sought to entrust all energy management (air-conditioning, water testing, the supply of cold water, heating systems, the supply of hot water, mechanical ventilation and low voltage electricity supplies) to a single contractor.
